Уважаемые дамы и господа,
Мы обращаемся к Вам с глубокой обеспокоенностью по поводу предстоящих «выборов» Президента Российской Федерации в марте 2024 года в контексте событий, происходящих внутри России, и ее внешней агрессивной, захватнической политики по отношению к Украине и ряду других стран.
Ключевые основания, согласно которым действующий Президент России В. Путин после переизбрания на предстоящих выборах 2024 г. не должен признаваться легитимным, изложены в резолюции Парламентской ассамблеи Совета Европы №2519 от 13 октября 2023 года, а также в специальном отчете Комитета по правовым вопросам и правам человека докладчика господина Pieter Omtzigt (Нидерланды), №15827 от 22 сентября 2023 года.
Обращаем ваше внимание на следующие факты, которые могут способствовать признанию В. Путина нелегитимным после его переизбрания в 2024 г.:
– узурпация власти и давление на любых политических оппонентов вплоть до репрессий и физической расправы; отсутствие или ограничение свободы СМИ;
– принятие ряда откровенно неправовых законов, открыто попирающих основополагающие правовые принципы, демократические ценности и принцип правового государства
– проведение выборов на временно оккупированных территориях независимой Украины, война в Украине и военные преступления, в связи с которыми В. Путин находится в международном розыске по ордеру, выданному Международным уголовным Судом.
Отдельного внимания заслуживают обстоятельства, связанные с состоянием российской избирательной системы и несоответствием российских выборов принципам всеобщего, равного, свободного, тайного и прямого избирательного права, сформулированным Венецианской комиссией.
Резюмируя наш призыв, просим Вас обратить внимание на данную обширную проблематику и предпринять необходимые шаги для:
1) имплементации и выполнения резолюции ПАСЕ.
2) признания нелегитимным «обнуления» президентских сроков В. Путина, осуществленного посредством принятия поправок к Конституции РФ;
3) в случае переизбрания В. Путина на должность президента России на новый срок, призываем вас на национальном и международном уровне признать его статус как президента РФ нелегитимным и отказаться от контактов с органами власти РФ.
Такие шаги станут сильными рычагами давления на путинский режим с целью окончания войны в Украине, а также позволят привлечь его к ответственности в рамках международного права за совершенные военные преступления.
